Assistant Chief Chaires joined the Schenectady Police Department in December, 1988. He worked his way up through
the ranks, earning a promotion to Assistant Chief in May, 2001. Assistant Chief Chaires began his tenure as an Assistant
Chief as Commander of the Field Services Bureau. Since the fall of 2004, he has been in charge of the
Administrative Services Bureau, which is comprised of:
• Office of Communications and Information Technology
• Office of Fiscal and Personnel Management
• Office of Planning and Policy
• Office of Professional Development
• Office of Professional Standards
During his career, Assistant Chief Chaires has received numerous awards. Moreover, he has been a driving force behind several of the Department’s
operational and human resources initiatives, including:
• Directed Patrol Team
• Performance Appraisal Program
• In-Service Training Program
Assistant Chief Chaires earned a Bachelor’s and Master’s Degrees
from the Rockefeller College of Criminal Justice, University at Albany.
He is presently a Ph D candidate at Rockefeller College. His career professional training accomplishments include:
• Firearms Instructor
• Field Training Officer
• General Topics Instructor
• U.S. Air Force Drug Detector Dog Handler Course
• U.S. Air Force Patrol Dog Handler Course
• U.S. Air Force Security Police Emergency Services Team
Prior to joining the Department, Assistant Chief Chaires served for eight years in the United States Air Force.
During his military career he handled military working dogs, supervised military working dog teams,
and supervised Security Police Emergency Services Teams.
